The Elizabeth Webbing Dam, located adjacent to the Roosevelt Hydroelectric Project off of Roosevelt Avenue in Central Falls, RI, was constructed in 1861. The Roosevelt Hydroelectric Project has not been operational since 2001. The Elizabeth Webbing Dam is the third upstream dam on the Blackstone River. The 220 foot long dam impounds 26 acres. The dam stands approximately 10 feet high with the powerhouse located at the right abutment and an abandoned structure supporting two wooden gates on the left abutment of the dam. The new mill property owner does not intend to operate the plant and is in the process of turning the hydroelectric project property over to the Rhode Island Department of Environmental Management (RIDEM). Together, they would like to improve the aesthetics of the site by removing the hydroelectric project powerhouse. Therefore, the Proposed Action at Elizabeth Webbing is to completely remove the dam to allow for unimpeded fish passage |
